National Energy Administration: Organizing the issuance of green certificates for renewable energy generation projects on non-public power grids.
The Comprehensive Department of the National Energy Administration released a notice on organizing and promoting the issuance of green certificates for renewable energy generation projects on non-public power grids. The notice proposes that non-public power grid projects collect and submit basic data for green certificate issuance by grid enterprises and power trading agencies. Referring to the requirements for the installation of electricity metering devices in power generation projects in documents such as the "Notice on Improving Price Mechanism to Promote the Near-Consumption of New Energy Generation" issued by the National Development and Reform Commission and the National Energy Administration, non-public power grid projects that have grid enterprises install electricity metering devices to accurately measure electricity data at various stages will follow the same green certificate issuance, transfer, and verification process as public power grid projects. The basic data will be collected and submitted to the national green certificate issuance trading system by the Beijing, Guangzhou, and Inner Mongolia power trading centers according to the data interface requirements for green certificate issuance, and green certificates will be issued after verification.
