At a press conference held by the Supreme People's Procuratorate on June 23, it was revealed that since 2018, the procuratorial organs have approved the arrest of 234,000 juvenile crime suspects and filed charges against 349,000 people. In 2025, the Supreme Procuratorate approved the prosecution of 24 minors aged over 12 and under 14 for serious violent crimes. For crimes with less serious circumstances and smaller social harm, or for first-time or occasional minor offenders, leniency shall be granted by law, and education and rehabilitation shall be carried out to the maximum extent possible. The procuratorial organs have conditionally refrained from prosecuting 144,000 people, and have also conducted supervision, inspection, and precise assistance, resulting in over 95% of minors not reoffending. Over the past five years, more than 7,100 juveniles involved in crimes have been guided by the procuratorial organs and have successfully entered universities.
