Recently, the Ministry of Commerce, together with 12 other units, jointly released the "Guidelines for Foreign Business People Working and Living in China." Ministry of Commerce spokesperson, He Yadong, stated that the Ministry of Commerce, together with relevant departments, has been compiling and releasing the "Guidelines" for three consecutive years, which have been widely welcomed by foreign business people coming to China. The 2026 version of the "Guidelines" has been updated and upgraded, including policy updates such as expanding the implementation of unilateral visa exemption policies, optimizing the scope of the 240-hour transit visa exemption policy. New content on departure tax refunds has been added, systematically introducing departure tax refund policies, processing procedures, etc. In terms of convenience services, for example, new information on obtaining and using eSIM cards has been added to enhance communication convenience; updates have been made on the range of cities where foreigners can use bank cards to pass through gates and ride the subway, improving travel convenience. The Ministry of Commerce will continue to pay attention to the demands of foreign business people, creating a more friendly, efficient, and convenient development environment for them, and helping more multinational companies to understand China, invest in China, and deepen their roots in China.
