On June 18, Li Chao, Deputy Director of the Policy Research Office and spokesperson of the National Development and Reform Commission, said at a press conference that achieving peak carbon dioxide emissions and carbon neutrality is not only an inevitable requirement for achieving high-quality development and promoting harmonious coexistence between humans and nature, but also a solemn commitment of our country as a responsible major country to the international community. We will work together with relevant departments and local governments to make efforts in both stock and increment aspects. In terms of stock, focusing on nine key industries such as steel, electrolytic aluminum, cement, flat glass, refining, ethylene, synthetic ammonia, methanol, and coal-fired electricity, implementing a three-year action plan for energy saving and carbon reduction transformation, creating more space for carbon emissions or reductions for new projects in the "two highs" areas. In terms of increment, we will promote the optimization of energy structure for new projects, actively develop new models such as green direct supply, increase the proportion of non-fossil energy use, and reduce carbon emissions. In the next step, we will encourage local governments to increase investment in areas such as zero-carbon parks and zero-carbon transport corridors, accelerate the realization of clean energy generation capacity to cover all new electricity demand in society, and continue to cultivate new momentum for green and low-carbon development.
