National Development and Reform Commission and other departments: nurture a group of key industries leading in energy efficiency and carbon efficiency, encourage financial institutions to provide differentiated support to these leading companies in financing and management.
The National Development and Reform Commission and other departments issued a notice to carry out a three-year action plan for energy-saving and carbon reduction transformation in key industries. It is pointed out that the reduction of carbon dioxide emissions by existing industrial enterprises through energy-saving and carbon reduction transformation can be used as a carbon emission substitution source for new "two high" industrial projects in the region after verification by the provincial energy-saving authority together with relevant departments. For key industries included in the national carbon emission trading market, a combination of free and paid carbon emission quota distribution methods will be implemented. Quotas will be allocated to enterprises based on the principle of "incentivizing advanced and urging backward" to support companies with carbon emission intensity better than the benchmark value to receive reasonable quota benefits. Strengthen positive publicity and praise incentives, cultivate a group of key industry energy-efficient and carbon-efficient "leaders", and encourage financial institutions to provide differential support to "leaders" in financing management.
