Former General Manager Le Guiqiang of Northwest Rubber and Plastics Research and Design Institute Co., Ltd. has been expelled from the Communist Party.

After investigation, Le Guiqiang, as a party member and leading cadre of a state-owned enterprise, has not fulfilled his responsibilities for strictly governing the party comprehensively; he has ignored the spirit of the central government's eight-point regulations and clean discipline, accepting gifts and money that may affect the fair execution of official duties; he has violated organizational principles by not truthfully declaring his family's property and personal assets, seeking benefits for others in the recruitment of employees, violating rules of procedure by making personal decisions on the use of significant funds; he has established and used "petty cash funds" in violation of regulations, allowing others to use the funds and causing losses to the company; he has illegally appropriated public funds for personal gain; he has used his position for personal gain, illegally accepting large sums of money from others; and he has embezzled public funds to engage in profit-making activities for others.
