On June 8, Qin Haixiang, Deputy Minister of Housing and Urban-Rural Development, stated at a State Council policy briefing that local governments should make good use of central fiscal funds, local government special bonds, and credit funds. They should fully utilize market mechanisms, actively attract social capital participation, encourage private enterprises to participate in urban infrastructure construction and operation, and build a sustainable urban construction and operation investment and financing system.
