The Cyberspace Administration of China (CAC) held a meeting of the members of the network law enforcement coordination mechanism on May 26th in Hefei, Anhui Province. The meeting reviewed and summarized the coordinated efforts of various departments and regions in promoting the rule of law in cyberspace in 2025, analyzed the situation and tasks ahead, and discussed the key tasks for the next phase. Li Changxi, Deputy Director of the CAC and Deputy Director of the National Cyberspace Administration, attended the meeting and delivered a speech, while Qian Sanxiong, member of the Anhui Provincial Party Committee and Minister of Publicity, also attended the meeting and gave a speech. The meeting pointed out that the members of the network law enforcement coordination mechanism should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, focus on the overall work of the Party and the country, firmly shoulder the heavy responsibilities of governing the Internet according to law, solve the difficulties in cyberspace governance, handle network law enforcement cases, and continuously enhance the coordination and effectiveness of network law enforcement. This has effectively promoted the legalization of the cyberspace. The meeting emphasized that at the crucial starting point of the "14th Five-Year Plan", the network law enforcement work carries a more important responsibility. To do a good job in network law enforcement, it is necessary to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply study and implement Xi Jinping's ideas on the rule of law and culture, as well as his important thoughts on building a strong cyber country. It is necessary to comprehensively grasp the strategic arrangements made at the Fourth Plenary Session of the 20th Central Committee of the Party, adhere to focusing on the central task and serving the overall situation, uphold law enforcement for the people and implement targeted policies, adhere to a systematic concept and coordination, adhere to problem-oriented approaches and focus on practical results, continuously enhance the foresight, accuracy, systematicity, and coordination of network law enforcement work, and escort the construction of a strong cyber country with a higher level of network law enforcement. The meeting stressed the need to adhere to the principle of the party's governance over the Internet, strengthen political guidance and political capabilities in the specific work of coordinating network law enforcement, and practice the principle of "two upholds" through practical actions. It is necessary to improve the working mechanism, mobilize joint efforts, continuously improve the construction of network law enforcement coordination mechanisms at all levels, continuously strengthen the construction of the legal system, institutional system, and technological system for governing the Internet according to law, further deepen the supervision and law enforcement rules in key areas, and improve the mechanisms for handling major cases. It is necessary to strengthen the cooperation and coordination of network law enforcement, enhance law enforcement effectiveness, deepen law enforcement in key emerging areas, strengthen cross-sector and cross-departmental joint law enforcement, and strengthen the governance of network security and justice. It is necessary to continuously consolidate and strengthen the foundation of network law enforcement, increase the guidance for the standardized conduct of network law enforcement, strengthen the integration of network law enforcement with public legal education, and strengthen the systematic and forward-looking research on network law enforcement laws. The meeting reported on the progress of the national network law enforcement coordination mechanism in 2025, and 10 responsible officials from member units of the network law enforcement coordination mechanism and local cyberspace administrations gave speeches. Responsible officials from relevant departments of the CAC, as well as from some provincial, autonomous region, directly-administered municipality, and centrally-administered municipality party committees' cyberspace administrations, also participated in the meeting.
