The "Outline of the Fifteenth Five-Year Plan for National Economic and Social Development of Shenzhen, China" has been released. It proposes strengthening the creation of high-value intellectual property rights, developing and expanding patent-intensive industries, and cultivating a number of original, fundamental patents, and high-value patent portfolios. It also aims to strengthen intellectual property protection in new fields and new business formats, establish a rapid response mechanism for business secret infringement cases, and promote cross-border cooperation in intellectual property rights enforcement with Hong Kong and Macao to enhance the overseas layout and dispute response capabilities of innovative entities. The plan also includes building a full-chain operation service network for intellectual property rights to promote the transformation and utilization of intellectual property rights and cross-border transactions.
