On May 25th, the Standing Committee of the Shanxi Provincial Party Committee held a meeting to convey and study the important instructions given by General Secretary Xi Jinping regarding the coal mine gas explosion accident in Qinyuan County, Changzhi City, Shanxi Province. The meeting arranged for the advancement of the accident rescue and disposal work, and discussed the deployment of a special rectification work for coal mine safety risks throughout the province. Tang Dengjie, the Secretary of the Shanxi Provincial Party Committee, presided over the meeting.
The meeting emphasized the need to do everything possible to carry out rescue and treatment, provide comfort and assistance, and fully cooperate with the State Council accident investigation team in conducting a thorough investigation to identify the causes of the accident, as well as the local management, industry supervision, and corporate responsibilities involved, and to punish severely in accordance with the law. It was stressed to strictly implement the State Council's Mine Safety "Eight Hard Measures", and to conduct a thorough rectification of coal mine safety risks throughout the province, with a "zero tolerance" attitude to accurately identify and crack down on illegal activities such as concealed working faces, falsification of safety monitoring, overcapacity, overlifting, unauthorized mining, illegal subcontracting, failure to implement major disaster management, as well as dereliction of duty and corruption behind them, strengthen the connection between criminal and disciplinary enforcement, and create a strong deterrence against illegal activities to ensure the effective implementation of tough measures.
The meeting emphasized learning from mistakes, deeply analyzing and correcting prominent issues such as weak safety development concepts in some regions, departments, and companies, lack of legal awareness, insufficient implementation of responsibilities by "key personnel," inadequate safety supervision, and loose law enforcement inspections at the grassroots level, improving relevant mechanisms, strengthening institutional execution, and effectively enhancing the quality and effectiveness of safety production work. It was stressed to coordinate and manage safety production in non-coal mines, hazardous chemicals, transportation, construction, metallurgy, trade, culture tourism, gas, firefighting, and other industries, to promptly and effectively assess and control flood risks, further optimize emergency dispatch command mechanisms, and vigorously enhance the emergency management capabilities at all levels to firmly maintain the bottom line of safety and stability.
