Firstly, to promptly introduce relevant plans and implementation plans, further coordinate the contents of the "Six Networks" construction, clarify the key areas of investment, decompose the target tasks annually, and specify the time and progress arrangements. Secondly, to intensify efforts to promote the construction of major projects, improve the dynamic advancement mechanism of "implementing one batch, preparing one batch, reserving one batch, planning one batch", adhere to the dual emphasis on quality and efficiency, accelerate transformation and implementation, and promote the generation of more physical work. Thirdly, to strengthen the guarantee of fund elements, coordinate the use of various types of government funds and new types of policy-based financial instruments, stimulate the vitality of private investment, strengthen the guarantee of elements such as land and environmental impact assessment, and continuously unlock the investment potential of major infrastructure networks.
