Macau released the "Three-Five" planning consultation text to align with the national "Fifteen-Five" development blueprint.

The Macao Special Administrative Region government announced the consultation text of the "Third Five-Year Plan for Economic and Social Development of the Macao Special Administrative Region" on the 19th, and will start a 40-day public consultation from the 20th to widely solicit opinions and suggestions from all sectors of society and the general public. The Macao SAR government stated that the period from 2026 to 2030 is a key period for the Macao SAR to actively align with the national development strategy and create a new situation of high-quality development with Macao's characteristics under the "one country, two systems" framework. In order to actively and closely align with the national "Fifteen-Five" plan, consolidate and enhance competitive advantages, better integrate into and serve the national development overall situation, the Macao SAR government, based on summarizing the implementation of the "Second Five-Year Plan" and conducting extensive preliminary research, has formulated the consultation text of the "Third Five-Year Plan". The full text of the consultation text consists of 65,000 words in total, including 10 articles and 36 chapters. It explicitly sets out eight development goals for the next five years in Macao, including comprehensively implementing the national security concept, further enhancing the effectiveness of governance by law, making substantial progress in achieving moderate and diversified economic development, promoting the high-quality construction of the Hengqin Cooperation Zone, demonstrating the integrated development of education, science and technology, and talent, effectively ensuring and gradually optimizing the well-being of residents, making significant progress in the construction of a beautiful and intelligent Macao, and better integrating into and serving the national development overall situation, in order to strive to achieve the vision of "a Macao under the rule of law", "a dynamic Macao", "a cultural Macao", and "a happy Macao". Zhang Zuowen, Director of the Policy Research and Regional Development Bureau of the Macao SAR government, stated that the compilation process of the "Third Five-Year Plan" closely aligns with the Hong Kong and Macao special chapters of the national "Fifteen-Five" plan outline from six aspects, including unwaveringly implementing the "one country, two systems" policy, and moderately diversifying economic development. The relevant content of other chapters of the national "Fifteen-Five" plan outline, combined with the actual situation in Macao, reflects what Macao "can do" and "is capable of doing". It is understood that the "Third Five-Year Plan" consultation text includes a total of 301 key tasks, nearly doubling the 152 key tasks in the "Second Five-Year Plan". There are a total of 32 main indicators for economic and social development, an increase of 60% compared to the "Second Five-Year Plan". During the compilation of the plan, the Macao SAR government also held special meetings with Guangdong Province and the Hong Kong SAR to discuss the alignment work. Since 2016, the Macao SAR government has established a system for the formulation and implementation of five-year development plans, and has completed the implementation work for two phases so far.
