In August, September, and November 2025, the Ministry of Transport organized inspections on the implementation of tariff filing by international container shipping companies and non-vessel operating common carriers (NVOCCs) at the ports of Guangzhou, Qingdao, and Ningbo. A total of 9 international container shipping companies and 7 NVOCCs were found to have engaged in violations such as failure to complete tariff filing procedures or discrepancies between actual tariff implementation and filed prices. In accordance with Article 38 of the People's Republic of China International Shipping Regulations, administrative penalties were imposed on these companies, and those with serious violations were summoned for talks. In order to strengthen the supervision of the international container shipping and NVOCC markets and enhance social oversight, in accordance with the Administrative Penalty Law of the People's Republic of China, the sanctioned companies will be publicly notified. International container shipping companies and NVOCCs are urged to take this as a warning, improve their tariff filing systems, ensure accountability, and fulfill their tariff filing obligations. In the next step, the Ministry of Transport and provincial transportation authorities authorized by the ministry will intensify inspections on the implementation of tariff filing by companies and legally correct any violations.
