Shanghai express delivery industry labor rules agreement released: in the face of complaints, delivery personnel cannot be punished without verification.
On the morning of April 30, 2026, the Shanghai Express Industry Consultation Conference was held at the Shanghai Workers' Cultural Palace. Representatives from the employee side and the enterprise side of the express industry negotiated face-to-face, focusing on income security, rights protection, labor protection, and care and concern. The first "2026 Shanghai Express Industry Labor Rules Agreement" was formed, covering the top enterprises operating express delivery services in Shanghai. The 47 labor rules in this agreement solved many difficulties and pain points faced by express delivery workers. For example, in terms of income security, besides clearly stating that the minimum monthly wage for express delivery workers in the city shall not be less than 110% of the city's minimum wage standard, the agreement also specifies that the proportion of delivery fees directly to express delivery workers should generally not be less than 25% of the fee they are entitled to. At the same time, a mechanism for warning of wage arrears risks has been established to ensure that express delivery workers receive their labor compensation in full and on time. In terms of rights protection, the agreement specifies that the headquarters and franchisees of express companies should sign labor contracts with express delivery workers who establish labor relations according to different operating models; through days off, time off, and annual leave, express delivery workers' regular rest and annual vacation rights are guaranteed; express companies are not allowed to use user complaints as the sole basis for punishment without verification, and should transition to positive incentives; any adjustments to labor rules involving the vital interests of express delivery workers should go through democratic procedures such as equal negotiation and public disclosure.
