On April 27th, the Ministry of Civil Affairs and two other departments jointly issued the "Management Measures for Internet Public Fundraising Service Platforms", which clearly stipulates that the information pages of internet public fundraising service platforms shall not insert any form of commercial advertisements or unrelated interactive functions related to public fundraising. The measures will be implemented from May 1st of this year. Internet public fundraising service platforms refer to online platforms designated by the State Council's civil affairs department to specifically provide services for charitable organizations to conduct public fundraising activities. It is reported that the amended Charity Law makes provisions that platforms must not refuse services without legitimate reasons, must not charge fees, and must not insert commercial advertisements. The measures further refine the relevant provisions of the Charity Law and clarify that platforms may refuse to provide services to charitable organizations in specific circumstances. At the same time, the platforms are required not to accept donated property on behalf of charitable organizations. The measures also regulate the qualifications verification of fundraising platforms, management of information content, sharing of information data, handling of complaints, regular reporting of work, as well as dispute resolution methods.
