In order to implement the relevant requirements of the country to promote the facilitation of cross-border data flow, further expand the coverage and effectiveness of the negative list policy, and help Shanghai achieve a higher level of opening up to the outside world and high-quality development, on April 27, the "Measures for the Management of Data Export Negative List in China (Shanghai) Pilot Free Trade Zone and Lingang New Area, National Pilot Area for the Expansion of Service Industry Opening-up" and supporting documents were officially released in Shanghai. The person in charge of the Shanghai Cyberspace Administration Office gave a detailed introduction to the measures and supporting documents for the management of data export negative lists. The negative list released this time focuses on four key areas: reinsurance, international shipping, commerce, and meteorology. The scope of application has been expanded from the free trade pilot zone to the whole Shanghai area, and Shanghai can refer to the negative lists already released by various free trade zones nationwide. This has effectively promoted the upgrade of data export management from "overall management" to "precise measures" and is a key breakthrough for Shanghai in the management system of cross-border data flow. During the meeting, 11 data cross-border service centers were officially established in districts such as Huangpu, Xuhui, Changning, Putuo, Hongkou, Yangpu, Baoshan, Minhang, Jiading, Songjiang, and Fengxian.
