Three departments: Strive to effectively eliminate patent fraud and unfair trade in the black and gray market by the end of this year.

The State Intellectual Property Office, Ministry of Public Security, and State Administration for Market Regulation issued the "Action Plan for the Regulatory and Normative Year of the Intellectual Property Agency Industry" today, aiming to deepen the regulation of the intellectual property agency industry, promote the healthy and standardized development of the industry, and create a good innovation ecology and service environment. The plan requires cracking down on typical illegal and irregular agency behavior in terms of agency approval, daily supervision, and industry self-discipline; cleaning up illegal and irregular agency institutions and personnel to solidify the foundation of industry development; strengthening policy coordination on the application end, agency end, reviewing end, and enforcing a full-chain standardization of intellectual property application, agency, transactions, and usage behavior. The plan aims to completely curb illegal and irregular agency behavior and non-standard business practices by the end of 2026, effectively eliminate the black and gray industrial chains of patent forgery and unfair trade, achieve a fundamental improvement in industry order; significantly improve the quality of agency industry access, and achieve "lean and healthy" industry scale; further improve long-term mechanisms for coordinated supervision, credit supervision, and intelligent supervision, greatly enhance regulatory capabilities; and significantly enhance the quality of intellectual property agency services.
