Two departments: focus on promoting the standardization construction of outsourced research and development in biomedicine, the integration of information technology outsourcing with manufacturing, and the protection of intellectual property rights of service outsourcing enterprises.

The Ministry of Commerce and the State Administration for Market Regulation issued the "Action Plan for Standardization of Service Trade", which mentions the standardization of professional services. Efforts will be made to increase the development of standards in areas such as intellectual property, technology services, geographic information, human resources, language, consulting, inspection and testing, creative design services, etc., in order to promote the coverage of relevant standards throughout the entire chain of domestic and foreign service providers and enhance the international service capabilities of professional service institutions. The standardization level of service outsourcing will be improved, with a focus on promoting the standardization of outsourcing in biopharmaceutical research and development, information technology outsourcing integrated with manufacturing industry development, and intellectual property protection for service outsourcing enterprises.
