Fifteen departments jointly issued the "Opinions on Deepening the Construction of Youth Development-oriented Cities to Assist in the Construction of Modern People's Cities."

In order to thoroughly implement the important expositions of General Secretary Xi Jinping on urban work and implement the opinions of the Communist Party of China Central Committee and the State Council on promoting high-quality urban development, recently, the Communist Youth League Central Committee, the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Education, the State Ethnic Affairs Commission, the Ministry of Civil Affairs, the Ministry of Finance, the Ministry of Human Resources and Social Security, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Culture and Tourism, the National Health Commission, the General Administration of Sport, the National Bureau of Statistics, and the Chinese Academy of Social Sciences jointly issued the "Opinions on Deepening the Construction of Youth Development-Oriented Cities and Assisting in Building Modern People's Cities". The "Opinions" clarify the guiding ideology and work principles for deepening construction, further enrich the concept and connotation of youth development-oriented cities, point out that the construction of youth development-oriented cities is a concrete practice of the concept of people's cities, advocate for promoting comprehensive youth development throughout the entire process and all areas of urban work, systematically optimizing the development environment for young people to "come in, stay, live safely, and succeed in their careers". It emphasizes coordinating and planning youth policies in urban planning, construction, and governance, organically integrating youth needs in urban production, life, and ecology, and fully leveraging the role of young people in urban reform, development, and stability. The "Opinions" focus on promoting youth development-oriented city construction to center on the overall work situation, stimulate youth creativity and urban innovation vitality, enhance the quality of youth life and revitalize livable urban spaces, encourage youth to take the lead and promote green urban development, guide youth to progress and shape the urban humanistic qualities, support youth to participate in an orderly manner and improve urban governance level, etc., proposing 18 measures. The "Opinions" require to clarify work responsibilities, innovate evaluation methods, gather construction forces, strengthen pilot empowerment, do a good job in publicity and communication, and continuously deepen the construction of youth development-oriented cities.
