Fifteen departments: do well in attracting young talents and young population, and maintain a reasonable proportion of urban young population.

On April 22nd, the Central Committee of the Communist Youth League, the Cyberspace Administration of China, the National Development and Reform Commission, and 15 other departments jointly issued the "Opinions on Deepening the Construction of Youth Development Cities and Supporting the Construction of Modern People's Cities". The "Opinions" propose to enhance the urban development with a focus on youth. They emphasize both attracting and retaining young talent, carrying out the work of introducing young talents and attracting young population, and maintaining a reasonable proportion of young population in cities. Efforts will be made to create a city that young people aspire to work in, increasing efforts to absorb young groups such as college graduates into employment. "Youth Stations" will be promoted, stabilizing and expanding housing resources, providing both free and low-cost accommodation, upgrading supporting services, and facilitating job-seeking for college graduates in different cities. "Youth employment stations" will be established based on resources such as neighborhood employment service stations and the gig economy market. A service support system will be built to meet the housing needs of young people at different stages. Encouragement will be given to the establishment of youth development-oriented enterprises, providing a friendly environment for young employees in terms of labor remuneration, social security contributions, occupational health, rest and leave, family care, and growth and development.
