On April 21, Zhai Jinguo, Deputy Director of the Shanghai Municipal Science and Technology Commission, stated at a press conference of the Shanghai Municipal Government that efforts will be made to fully promote the construction of the Shanghai International Science and Technology Innovation Center by 2026. In terms of strengthening the function of innovation sources, efforts will be made to advance high-risk and high-value basic research, strengthen the systematic layout of basic research, accelerate breakthroughs in key core technologies in key areas, and accelerate the cultivation of cutting-edge technologies, disruptive technologies, and future industries. In terms of improving system efficiency, the status of enterprises as the main entities for innovation will be strengthened, and efficient transformation of scientific and technological achievements will be promoted; the management system of parks will be reformed and improved, promoting high-quality development of the Zhangjiang High-tech Zone; improving and strengthening the scientific and technological service industry, and deepening scientific and technological innovation and open cooperation. In terms of deepening reform and breakthroughs, continuous deepening of fiscal investment reform in science and technology, deepening the construction of the science and technology financial system, and promoting the integrated reform of the education system and mechanism for science and technology talents will be carried out.
