The Legislative Council of Hong Kong has established multiple subcommittees to assist in drafting Hong Kong's first five-year plan.
The Chief Executive of the Hong Kong Special Administrative Region, Carrie Lam, announced today that the SAR government aims to release the first five-year plan consultation document in Hong Kong within this quarter. The President of the Legislative Council of the Hong Kong Special Administrative Region, Andrew Leung, along with two Legislative Council Coordinators responded to this: In order to actively align with the national "15th Five-Year Plan," the SAR government is currently in the process of formulating Hong Kong's first five-year plan. Under the leadership of the executive branch, a coordinated research and opinion collection mechanism involving both the government and the legislature has been established. The Chief Executive of the Hong Kong Special Administrative Region, Carrie Lam, announced today that efforts will be made to release the public consultation document for the five-year plan within this quarter, to gather opinions and assist the government in completing and publishing the formal document of the five-year plan within this year. The Legislative Council fully supports the work of the Chief Executive and the SAR government. Under the coordinated mechanism, the executive and legislative branches will have better positive interactions, cooperate with each other, and strengthen their partnership. The Legislative Council has mobilized, forming multiple groups according to the categories or sectors to which each member belongs, as well as their expertise and experience, to conduct specialized research and analysis, gather opinions from different sectors, in order to support and assist the SAR government in formulating a good five-year plan for Hong Kong, clearly showing the development goals, strategies, and paths for various areas such as the economy, society, and livelihood in Hong Kong in the next five years. The significance of the five-year plan for Hong Kong is profound and closely related to the citizens. As an important member of the governance team of the Hong Kong SAR, the Legislative Council is also the most important gathering place for public opinion, and it is obligated to assist the SAR government in formulating a five-year plan. The Internal Affairs Committee has established a working group on active alignment with the national "15th Five-Year Plan"; and the Development Affairs Committee has also established a working group on the development of the Northern Metropolis Area. Members will actively engage with the various sectors of society and invite experts, industry representatives, and stakeholders from civil organizations to participate in this process, consolidate consensus from all walks of life, provide advice and suggestions to the government, and become a solid partner for the government.
