Li Qiang chaired the State Council executive meeting and listened to a report on the construction of the pilot free trade zones. The meeting pointed out that since the 18th National Congress of the Communist Party of China, the pilot free trade zones have actively explored and achieved a series of breakthroughs and leading results in deepening reform, expanding opening up, and promoting development, effectively playing the role of a comprehensive experimental platform. Facing new situations and tasks, it is necessary to thoroughly implement the strategy of upgrading the pilot free trade zones, reform and improve the system and mechanism, further optimize the layout and enhance the level, and better serve the overall development of the country. It is important to focus on adapting measures to local conditions, move steadily and in an orderly manner, and seek practical results. Based on scientific evaluation and demonstration, tailor-made plans should be formulated according to local conditions and actual needs to solidly advance relevant work and promote high-quality development of the pilot free trade zones. We should support Shanghai and other pilot free trade zones to base their functions on positioning, actively connect with international high-standard economic and trade rules, steadily expand institutional openness in rules, regulations, management, standards, and explore more replicable and scalable experiences and practices to better play the role of demonstration, guidance, and driving.
