The General Office of the State Council forwards the General Administration of Customs' "Several Measures for Promoting the Expansion and Improvement of Comprehensive Bonded Zones". The "Measures" propose to promote the development of cross-border e-commerce. It allows export goods of cross-border e-commerce to be returned to comprehensive bonded zones, where they can be stored, sorted, and packaged together with domestic goods before being exported. It serves the needs of national strategies. It supports local areas in using comprehensive bonded zones to build bulk commodity storage and transportation bases, and to carry out the storage and distribution of bulk commodities such as energy and mineral products. It allows enterprises within the zone to conduct physical blending operations of metal ore products through bonded logistics. It optimizes the management of key goods. For processing trade enterprises that use overseas bonded imported goods in their production process, if they involve tariff quota management, trade remedy measures, suspension of tariff reduction obligations, or additional tariffs implemented for the purpose of imposing retaliatory tariffs, the resulting scraps, eligible defective or by-products can be sold domestically.
