On April 17th, the Cyberspace Administration of China, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Transport, the Ministry of Commerce, the People's Bank of China, the General Administration of Customs, the State Administration of Taxation, the State Administration for Market Regulation, and the China Banking and Insurance Regulatory Commission jointly announced the "Regulations on Promoting and Standardizing the Application of Electronic Single Documents", which will take effect on September 1, 2026. An official from the Cyberspace Administration of China stated that the issuance of the "Regulations" is an important measure to implement the decisions and arrangements of the Party Central Committee and the State Council, and is a strong measure to implement the requirements of laws and regulations such as the Maritime Code and to comply with international high-standard economic and trade rules. The "Regulations" aim to promote and standardize the application of electronic single documents, enhance the digitization level of goods trade and transportation, and serve the high-quality development of the digital economy.
