The settlement of medical insurance funds is a fundamental task, with important significance for the reform of payment methods by disease group and disease category, improving the efficiency of fund utilization, and promoting the coordinated development of medical care, medical insurance, and pharmaceuticals. By the end of 2025, the National Medical Insurance Administration launched a three-year action plan to improve the quality and efficiency of medical insurance fund settlement. According to the national unified deployment, all coordinating regions will complete the settlement work for the year 2025 by the end of May 2026. By the end of April 2027, all coordinating regions will complete the settlement for the year 2026, and by 2028, the goal is to have all coordinating regions complete the settlement for the previous year by the end of March. In 2026, 113 coordinating regions including Taiyuan in Shanxi and Tongliao in Inner Mongolia will pilot the program. As of March 31, 2026, a total of 154 coordinating regions in 30 provinces nationwide have completed the settlement for the previous year, covering 39% of the total number of coordinating regions nationwide, exceeding the pilot task. Among them, 43 non-pilot regions such as Baishan in Jilin and Ningbo in Zhejiang voluntarily completed the settlement task in accordance with pilot standards. Seven provinces including Shandong, Ningxia, Beijing, Hebei, Hainan, Tianjin, and Henan have completed the settlement for the entire province. Through the improvement of fund settlement quality and efficiency, the settlement funds are in place ahead of time, greatly relieving the operational pressure of designated medical institutions, allowing hospitals to focus more on improving diagnosis and treatment services, and reassuring insured individuals seeking medical treatment.
