Tianjin: Optimize and expand policies such as mixed land use, rational land conversion, and rewards for building area optimization.
The Tianjin Municipal Planning and Natural Resources Bureau has introduced the "Supporting Policies for Promoting the Revitalization of Low-Efficiency Land and Activation of Stock Resources". In terms of improving planning adaptability, policies such as optimizing the expansion of land mixed-use, rational land conversion, and incentives for building area have been introduced, as well as adding provisions to encourage the setting up of wind and rain corridors, activating underground spaces of existing railway lines, to further enhance the efficiency of project implementation. In terms of increasing the protection of land elements, policies such as optimizing land supply methods, flexible time periods for land transfer, compensated use of allocated land, to support the expansion of land for industrial use, further reducing the land costs and financial pressure on market entities. In addressing historical legacy issues, policies such as handling breaches of contracts in the completion of industrial land development, temporary use of key land projects without counting as breach of contract time, allowing split transfer based on the percentage of paid penalties for breach of contract, clarifying support policies for the revitalization of historical public buildings, respond to the common demands of market entities for handling breaches of contract in completion of non-real estate projects, supporting the revitalization of large-scale land in remote areas and non-operational public buildings.
