Li Jiachao: Implementing the six major tasks to safeguard national security.
The Chief Executive of the Hong Kong Special Administrative Region and Chairman of the Committee for Safeguarding National Security of the HKSAR, Carrie Lam, gave a speech at the opening ceremony of National Security Education Day, stating that the White Paper on "Safeguarding National Security under 'One Country, Two Systems'" clearly points out the need to fully and accurately implement the principle of "One Country, Two Systems" and safeguard the national sovereignty, security, and development interests. As the leader of the special administrative region, she will lead the SAR in including the executive, legislative, and judicial branches to prevent, stop, and punish acts and activities that endanger national security in accordance with the law, ensuring high-level security for high-quality development, and resolutely fulfilling the following six major tasks: 1. Adhere to the fundamental responsibility of the central government and unified constitutional responsibility of the SAR; 2. Insist on firmly grasping the governance power of the SAR in the hands of patriots; 3. Adhere to the rule of law and safeguard human rights; 4. Insist on coordinating development and security; 5. Insist on safeguarding security in openness; 6. Improve the public security governance system. Carrie Lam emphasized that the world is experiencing increasing turbulence, turmoil, and frequent geopolitical conflicts, with a complex and severe external situation. Faced with the accelerated evolution of a global situation unseen in a century, we must practice the core principles of the White Paper, understand and grasp the overall national security concept, adhere to bottom-line thinking and extreme thinking, firmly shoulder the constitutional responsibility of safeguarding national security, continuously build a solid national security barrier, resolutely build a high-level security system, and safeguard the stable and far-reaching practice of "One Country, Two Systems."
