Ministry of Transport: Provincial transportation authorities should guide the network freight platform in their jurisdiction to coordinate adjustments of freight rates and the maximum retail prices of gasoline and diesel on a monthly basis.
The Ministry of Transportation has issued a notice on promoting the establishment of a mechanism for coordinated adjustment of oil price and freight rate on online freight platforms. It points out that the transportation authorities at the provincial level should guide the online freight platforms within their jurisdiction to carry out coordinated adjustments of freight rates and the maximum retail prices of gasoline and diesel on a monthly basis. The adjustment of freight rates is based on the monthly cumulative adjustment ratio of the maximum retail prices of gasoline and diesel, and takes into account the components of total transportation costs such as gasoline and diesel costs, toll fees, labor costs, insurance costs, depreciation costs, and appropriate profit, with detailed calculation methods provided in the annex. In the event of significant fluctuations in oil prices, i.e. a single adjustment of the maximum retail price of gasoline and diesel exceeding 10%, an adjustment plan for freight rates should be prepared in advance and announced based on the adjustment ratio of the maximum retail prices of gasoline and diesel, and the freight rates should be adjusted within 3 working days after an increase in oil prices. In the case of two consecutive adjustments in freight rates, whether first an increase and then a decrease, or first a decrease and then an increase, the freight rates should be adjusted based on the freight rates before the two adjustments, calculating the amount by which the rates need to be raised or lowered, and adjusting the rates accordingly.
