People's Bank of China released feedback on the modification of electronic payment guidelines.
According to the People's Bank of China, a total of 14 valid opinions were received on the four regulatory documents (including the "Announcement of the People's Bank of China") that were publicly solicited from August 29th to September 30th, 2025. The majority of the opinions have been adopted, including specific requirements for banks to use digital certificates or electronic signatures as safety authentication methods in high-risk electronic payment transactions. However, the suggestion to include third-party payment institutions as subjects of the guidelines was not adopted. The central bank stated that it will issue relevant institutional regulations in conjunction with the implementation of the "Regulations on the Supervision and Administration of Non-Bank Payment Institutions".
