On April 8th, the Beijing Municipal Public Security Bureau's Traffic Management Bureau and the Office of the Capital's Spiritual Civilization Construction Committee jointly issued a proposal for civilized travel of non-motorized vehicles, calling on citizens to wear helmets properly and ride safely and lawfully.
