The Ministry of Industry and Information Technology and six other departments have issued the "Action Plan for Accelerating the Renovation and Transformation of Old Facilities in the Petrochemical Industry." It proposes to prioritize support for the renovation and upgrading of old facilities in the refining, ethylene, p-xylene, diphenyl methane diisocyanate, and coal-to-methanol sectors when studying the layout of major petrochemical projects. Provincial industrial and information technology authorities are required to work together with relevant departments to establish a green channel, strengthen resource support, optimize project filing, environmental impact assessments, land use, water intake, energy conservation reviews, carbon emission evaluations, safety permits, and other procedures to enhance review and approval efficiency and accelerate project implementation.
