Recently, the 24th meeting of the Standing Committee of the Fourteenth Guangdong Provincial People's Congress passed the "Guangdong Express Delivery Regulations", which will take effect on July 1st. The regulations explicitly state that express delivery companies must deliver parcels to the designated recipient address, recipient, or designated agent as specified, and may not refuse delivery for any reason. They also may not confirm receipt of parcels on behalf of the recipient or charge additional fees.
