On March 28, at the 2026 North Bund Wealth and Culture Forum, Qiu Yong, Secretary of the Party Committee and Chairman of the Shanghai Stock Exchange, stated that standing at the new starting point of the "15th Five-Year Plan", the Shanghai Stock Exchange will always adhere to the direction of marketization, rule of law, and internationalization, use comprehensive reform of capital market investment and financing as a traction, promote a more inclusive and adaptable system, more efficient and high-quality listed companies, more stable and resilient market operation, and deeper integration of finance and culture. Qiu Yong introduced the Shanghai Stock Exchange's in-depth reform of capital market investment and financing from three aspects, and the practice of cultivating Chinese financial culture. Firstly, vigorously play to the advantages of stock and bond financing to serve the development of new quality production forces. Secondly, focus on building a "long-money long-investment" ecosystem to enhance the market's inherent resilience. "Investment and financing are two sides of the function of the capital market." Qiu Yong said that in recent years, the Shanghai Stock Exchange has insisted on coordinated efforts on the investment and financing sides, made efforts to smooth the channels for medium and long-term capital to enter the market, enrich investment and financing supply, continuously improve asset quality and investor return levels, accelerate the formation of a good ecosystem for "long-money long-investment", vigorously develop index investment, and actively attract medium and long-term capital to enter the market. It is reported that during the "14th Five-Year Plan" period, about 3500 new indices were compiled and the scale of ETF products increased from 0.9 trillion yuan to 4.2 trillion yuan. Thirdly, efforts should be made to cultivate Chinese characteristics in financial culture and consolidate the foundation of market development.
