The 23rd meeting of the 16th Standing Committee of the Beijing Municipal People's Congress passed the "Beijing Municipal Regulations on Unmanned Aerial Vehicle Management" on the 27th, regulating the flight, sale, transportation, storage, etc. of unmanned aerial vehicles. The regulations will be implemented from May 1, 2026. Xiong Jinghua, deputy director of the Legal Work Committee of the Standing Committee of the Beijing Municipal People's Congress, stated that this legislation comprehensively implements the relevant national laws and regulations, adhering to strict management while also considering the needs of production and life, and leaving room for development in special industries. The regulations specify that the entire administrative area of Beijing is a controlled airspace for unmanned aerial vehicles, requiring applications for all outdoor flight activities. Considering the actual situation, the regulations specify that special flying sites can be designated for flying activities with demand. The regulations explicitly prohibit illegal production, assembly, assembly, modification of unmanned aerial vehicles, or cracking of their systems; sales or rentals of unmanned aerial vehicles and their core components to units and individuals within the Beijing administrative area are prohibited; transporting or carrying unmanned aerial vehicles and their core components into the Beijing administrative area is prohibited, unless they have completed real-name registration and information verification by the owner.
