Two departments: charge radio frequency occupancy fees to satellite operators based on the actual bandwidth occupied by the spatial business.
The State Development and Reform Commission and the Ministry of Finance issued a notice on optimizing and improving the standard for radio frequency occupancy fees as follows:
1. Optimize the spatial business charging standard system. For non-geostationary orbit satellite systems, the fees charged to satellite operators and on-network earth stations separately based on space radio stations and earth stations will be adjusted to be collected based on the actual occupied bandwidth of the space business. For NGSO satellite constellation systems with less than 200 satellites, fees will be charged based on the number of space radio stations; for NGSO satellite constellation systems with 200 or more satellites, fees will be charged uniformly by system.
2. Lower the fees in the high-frequency bands. For NGSO satellite constellation systems, networked GSO satellite systems, microwave stations, and broadband wireless access systems, fees will be categorized based on the frequency, and lower fees will be implemented for some high-frequency bands.
3. Establish new radio application fees. Clarify the fees for wireless applications such as 5G-R railway dedicated wireless communication systems, industrial networks, unmanned aerial vehicle systems, broadband digital cluster communication systems, etc.
