It abolishes the qualification certification for barcode printing companies, exempts sellers from the obligation to verify product barcodes when purchasing goods, and optimizes and adjusts penalties, adhering to the principle of proportionality between punishment and offense, combining punishment with education. For offenses with minimal social harm, it shifts from "punishment for violation" to "corrective action first," balancing leniency and severity, reducing systemic transaction costs, optimizing the business environment, and stimulating market vitality.
