On March 27, 2026, at the Zhongguancun Forum Annual Meeting "Data Cross-border Flow Innovation Development Forum", the Beijing Municipal Government released the 3.0 version of comprehensive reform plan for facilitating cross-border data flow. This is another systematic upgrade of Beijing's work on cross-border data flow after the 2.0 version plan was introduced in 2025. The 3.0 version plan focuses on key industries, strengthens benchmark scenario guidance, and targets six key areas including medical health, artificial intelligence, intelligent connected vehicles, trade logistics, technology finance, and commercial aerospace. It aims to smooth the entire process of data acquisition, processing, transmission, and trading through compliance, and promote cross-border data flow from supporting single compliance construction to empowering the collaborative expansion of the entire industry chain, accelerating the release of data element value.
