Guangzhou: Starting from 2026, the proportion of modular construction in newly built resettlement housing and supporting public buildings shall not be less than 15% of the total floor area.

Guangzhou Housing and Urban-Rural Development Bureau issued "Several Measures to Accelerate the Development of Modular Construction". Among them, it proposed to expand the scale of modular construction application. Starting from 2026, the proportion of modular construction capacity in newly built resettlement housing and supporting public building projects should not be less than 15%, and should be increased year by year; in newly auctioned commercial real estate plots, the proportion of modular construction capacity should not be less than 10%. It is recommended to prioritize the use of modular construction in affordable housing, dormitories, and "original demolition and reconstruction" projects for dilapidated buildings; and to encourage the application of modular construction in public service facilities projects such as schools and hospitals. Starting from 2026, each district government should implement at least one modular construction project in social investment projects every year, and increase it year by year.
