South Korea issues final anti-dumping ruling on hot-rolled carbon and alloy steel plate coils involving China.
On February 23, 2026, the Korea Trade Commission issued Announcement No. 2026-6, making a final affirmative ruling on anti-dumping measures for hot-rolled carbon steel and alloy steel coils originating from China and Japan. The Commission recommended that the Korean Ministry of Strategy and Finance impose a five-year anti-dumping duty on the products involved, with a tax rate ranging from 28.16% to 33.10% for Chinese products. At the same time, some companies were granted price undertakings, resulting in exemption from the anti-dumping duty.
On March 4, 2025, Korea initiated an anti-dumping investigation on hot-rolled carbon steel and alloy steel coils from China and Japan. The dumping investigation period was from July 1, 2023, to June 30, 2024, while the period for injury investigation was from January 1, 2021, to December 31, 2024.
On September 23, 2025, the Korean Ministry of Strategy and Finance imposed temporary anti-dumping duties on the products from China and Japan, effective from September 23, 2025, with a validity period of four months until January 22, 2026. On December 30, 2025, Korea extended the validity period of the temporary anti-dumping duties on products from China and Japan for another five months, changing the previous period from September 23, 2025, to January 22, 2026, to September 23, 2025, to June 22, 2026.
