Han Wenxiu explains in detail the highlights of the 15th Five-Year Plan: it is related to increasing residents' income and addressing the impact of AI.
On March 22, the "China Development High-Level Forum Annual Meeting 2026" hosted by the State Council Development Research Center and organized by the China Development Fund Research Association was held in Beijing. Han Wenxiu, Deputy Director in charge of the daily work of the Office of the Central Finance and Economics Commission and Director of the Office of the Central Rural Work Leading Group, delivered a keynote speech at the annual meeting, focusing on the characteristics and highlights of China's "14th Five-Year Plan". Han Wenxiu stated that China will comprehensively promote the development of economic and social informatization, create a new form of intelligent economy, implement the "Artificial Intelligence+" action, empower various industries with artificial intelligence, and serve millions of families. Currently, China's advantage of a large-scale market has not been fully utilized, there is huge potential to expand consumption, especially in the service sector. There is also significant investment space in areas such as urban renewal, upgrading of traditional infrastructure, and construction of new infrastructure. China will formulate and implement the "Urban and Rural Residents Income Increase Plan", promote a noticeable increase in consumer spending, combine investment in goods with investment in people closely, strengthen the development of human resources and comprehensive investment in human development, and fully unleash the growth potential of the country's economy. Han Wenxiu also emphasized the need for strategic shift towards renewable energy sources to reduce reliance on fossil fuels such as oil and gas. China will accelerate the construction of a new energy system, continuously increase the proportion of new energy supply, strengthen the safe, reliable, and orderly transition from fossil fuels, and peak coal and oil consumption. China has already fully lifted restrictions on foreign investment in the manufacturing sector and will further focus on expanding market access and opening up the service industry. China is actively promoting balanced trade development rather than pursuing trade surpluses. In the era of artificial intelligence, facing pervasive impact and penetration, it is necessary to respond appropriately to promote high-quality and full employment, optimize income distribution structure, improve the social security system, and enhance social fairness and justice, continuously enhance the sense of gain, happiness, and security of the people.
