The 3.0 version grouping plan for payment by disease will set up special or separate groups for complex surgeries, critical illnesses, tumors, newborns, elderly comorbidities, etc., to avoid a "one size fits all" approach. The "special case single negotiation" mechanism will be continued and optimized, allowing for separate negotiations for cases with a hospital stay of more than 30 days, use of innovative technologies, multidisciplinary collaborative treatment, and other cases with high resource consumption.
