Extend for another 30 years! China will carry out a province-wide pilot program to extend the second round of rural land contracts when they expire.
On March 18th, the "Opinions of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on the Extension of the Second Round of Land Contracting for Another 30 Years after Expiration" was released to the public, detailing specific arrangements for the extension of land contracts for another 30 years after the expiration of the second round of land contracting. The opinions mainly include five parts: overall requirements, cautious and orderly implementation of the contract extension pilot, strengthening the protection of farmers' land contract rights, strengthening the management of rural land contract contracts, and strengthening organizational leadership, with a total of 15 specific measures. In terms of overall requirements, the opinions emphasize adherence to collective ownership, adherence to farmers' family contract management, adherence to the main status of farmers, and adherence to the maintenance of rural social stability. Extending the second round of land contracts for another 30 years after expiration is crucial to the vital interests of hundreds of millions of farmers. In order to actively and prudently carry out the extension pilot work, since 2020, the Ministry of Agriculture and Rural Affairs and the Central Agricultural Office have worked together with relevant departments to guide provinces to gradually expand the pilot scope starting from villages and groups. According to the deployment of the Party Central Committee, this year China will comprehensively carry out the pilot program in 29 provinces.
