Civil Aviation Administration: Airlines need to dynamically adjust their capacity deployment to ensure that aircraft are in good airworthiness condition.
The Civil Aviation Administration held a full meeting of the Aviation Safety Committee on March 17. The meeting emphasized that civil aviation is about to enter the seasonal operation, with increasing complex weather conditions and differences in climate between north and south. The industry must always maintain a clear mind, timely assess and accurately grasp the characteristics of risks, further enhance the targeted safety measures, and ensure the industry's safety situation remains stable during the seasonal transition.
First, it is essential to strengthen the organization and leadership of safety work. It is necessary to seriously implement the important requirements of "ensuring safety investment, safety training, basic management, and emergency rescue are in place", increase the emphasis on safety production, strengthen control over work processes, and effectively implement various safety management measures.
Second, it is important to strictly implement the safety production responsibility system. Safety subject responsibilities must be carefully fulfilled, and the safety responsibilities of all staff must be effectively implemented through a transmission mechanism to ensure everyone takes responsibility. It is critical to strictly implement safety supervision responsibilities, always maintain a strict tone and measures, have "zero tolerance" for safety hazards, and continuously improve the effectiveness of supervision work.
Third, it is necessary to organize the seasonal flight production effectively. It is important to actively respond to complex weather conditions, adhere to the principle of prevention first, early detection, early warning, and early decision-making. Airlines should dynamically adjust capacity deployment to ensure aircraft are in good airworthiness; airport units should carry out special safety rectification for transportation airport apron operations, conduct comprehensive hidden danger inspections during seasonal operations, and improve terminal control services at busy airports and the ability to respond to complex weather conditions; regulatory departments must closely monitor key units and fulfill their supervision responsibilities.
Fourth, it is crucial to continue to focus on pilot basic training. Airlines should deeply understand the importance of "investment in people", continuously improve the pilot training system, enhance the management of flight instructors and examiners, increase manual flight training time, adjust the subjects and frequencies of recurrent training for co-pilots of heavy aircraft; Civil Aviation Administration regional offices should strictly implement the representative appointment system for flight checks and complete the approval of training outline supplements on time.
