Recently, the Safety Committee of the Ministry of Transport has held "one-on-one" discussions with provincial transportation authorities in Yunnan, Sichuan, Guangxi, Guizhou, and other provinces to urge them to deeply learn from accidents in the construction of roads and water transportation projects, draw lessons, take practical and effective measures, and decisively curb the trend of frequent accidents. The Safety Committee of the Ministry of Transport requires relevant provincial transportation authorities to improve their political stance, have a clear understanding of the current situation of quality and safety in the field of engineering construction, regularly analyze and study the quality and safety conditions of construction projects under their jurisdiction, and take targeted preventive measures in a timely manner for any existing problems. First, strengthen the supervision of engineering quality and safety. Streamline the internal supervision mechanism, strictly implement the industry's quality and safety supervision responsibilities specified by laws and regulations, and enhance supervision and guidance on engineering quality and safety at the municipal and county levels. Second, strengthen the management of quality and safety of projects with diverse investment models. Strengthen the responsibility of participating construction units for quality and safety, enhance safety production conditions at construction sites, and prevent key process mismanagement. Third, strengthen in-depth investigation of accidents and accountability. Carefully review the problems faced in construction safety management, and strengthen the implementation of the accident reporting system. By understanding the deep-rooted causes of accidents from the perspective of engineering management, comprehensively use methods such as interviews, exposure, administrative penalties, and credit evaluation to seriously hold responsible units and individuals accountable according to law and regulations. Pay special attention to projects and participating construction units with frequent accidents or major accidents, and intensify penalties and public exposure for typical accidents. Fourth, strengthen the construction of engineering quality supervision and law enforcement teams. Strengthen the supervision and law enforcement personnel, enhance personnel education and training, standardize management, and improve the quality and efficiency of engineering quality and safety supervision and law enforcement.
