On the evening of March 15th, CCTV's 3.15 Evening Gala named Hello Bike and Dianlu Ge for violating national standards by removing the speed limit on electric bicycles. The company behind Hello Bike is Shanghai Hello Pu Hui Technology Co., Ltd. According to enterprise data, Shanghai Hello Pu Hui Technology Co., Ltd. was established on March 4, 2016, with Wu Xiaolong as the legal representative, and is fully owned by Jiangsu Hello Pu Hui Technology Co., Ltd. As of now, the company is involved in 1256 legal cases, with 82.25% as defendants, 35.03% related to motor vehicle traffic accident liability disputes, and 97.29% as civil cases. The company has received 43 administrative penalties totaling over 300,000 RMB. On January 28, 2026, Shanghai Hello Pu Hui Technology Co., Ltd. was fined 100,000 RMB by the Shanghai Municipal Transportation Commission for not properly registering, deploying, or retrieving bicycles as an internet bike rental operator. At 9:50 PM on March 15th, a reporter from Beijing News arrived at Shanghai Hello Pu Hui Technology Co., Ltd. and saw market regulations enforcement officers, transportation enforcement officers, Shanghai Public Security Bureau traffic control teams, and the Minhang squadron had arrived on the scene and were conducting an investigation. The Director of Channels at Shanghai Hello Pu Hui Technology Co., Ltd. told the reporter, "The Hello electric bike brand that people often see, we have fully closed down around July 2023, all qualifications have expired, and contracts with merchants have also been terminated. We have communicated multiple times asking merchants to take down their storefront signs, but some merchants are resistant and we cannot force them. However, as for the specific relationship with us, we still need to verify, it is also possible that they are no longer in cooperation with us." In response to reports of violating regulations by lifting speed limits on electric bike rentals, Hello Bike stated that they take the issue raised during the CCTV 315 Evening Gala very seriously and have initiated a special investigation.
