Starting today, Shanghai will impose additional fines on non-motorized vehicles and pedestrians who do not pay their traffic violations fines on time. According to the Shanghai Traffic Police Department, in order to further reduce road safety hazards and maintain the authority of the law and the seriousness of law enforcement, starting from March 13, Shanghai public security traffic management departments will implement measures to add fines in accordance with the relevant provisions of the "Road Traffic Safety Law of the People's Republic of China" for non-motorized vehicles and pedestrians who do not comply with penalty decisions. If the party fails to pay the fine within 15 days of receiving the administrative penalty decision, an additional 3% of the fine will be added daily from the 16th day, with the total amount of additional fines not exceeding the fine principal. For administrative penalty decisions issued before March 13, additional fines will not be enforced.
