Yuan Da, Secretary-General of the National Development and Reform Commission, stated at a briefing that during the 14th Five-Year Plan, a separate chapter will be added to the outline in order to deploy the aim of "improving maritime capabilities, accelerating the construction of a maritime power, and pursuing a path towards maritime strengthening with Chinese characteristics." The deployment tasks will focus more on driving innovation and accelerating high-level self-reliance in marine science and technology. Strengthening strategic marine technology forces, accelerating breakthroughs in key core technologies and equipment, and creating more "national treasures." Improving the marine science and technology innovation ecosystem, promoting the digitalization and intelligence transformation of the marine sector, and advancing the development of marine education and science and technology talent. Furthermore, the emphasis will be placed on industrial renewal, making the marine industry stronger, better, and bigger. China's shipbuilding and marine engineering equipment, marine fisheries, offshore wind power, and other industries rank first in the world by scale. Efforts will be made to further consolidate and enhance the advantages of the marine equipment manufacturing industry, foster and develop emerging industries such as marine biomedicine, improve the development level of modern shipping and marine tourism services, and accelerate the efficient utilization of marine energy resources.
