On the afternoon of March 7th, Yuan Da, the Secretary-General of the National Development and Reform Commission, said at the State Council Information Office press conference that the "14th Five-Year Plan" period is a crucial period for accelerating the comprehensive green transformation of economic and social development. In the implementation of the concept of green development, there is a greater emphasis on low-carbon requirements. Firstly, it explicitly proposes to be guided by carbon peak and carbon neutrality, and coordinate the reduction of carbon emissions, pollution, expansion of green areas, and economic growth. Secondly, it will comprehensively implement dual controls on total carbon emissions and intensity. It is important to note that the shift from dual controls on energy consumption to dual controls on carbon emissions does not mean a relaxation of energy saving work. Energy saving is still the most direct, economical, and effective way to reduce carbon emissions.
