Y Ziwen, National People's Congress representative and Chairman of Xiangjia Holdings: Implementing comprehensive supervision throughout the entire chain, further enhancing the safety standards of edible oils.
During this year's National People's Congress, Yu Ziwen, a representative of the National People's Congress and chairman of Xiangjia Group, called for further increase in safety standards for edible vegetable oil to better ensure the "safety on the tip of the tongue" for the people and the safety of the livestock, poultry, and aquatic products breeding industry. Yu Ziwen believes that there are still some issues in the current safety supervision of edible vegetable oil in China, such as lagging standards and missing indicators, which need to be further improved to strengthen the entire regulatory chain. He suggested including plasticizers, hormones, illegal additives, and characteristic markers for waste oils into mandatory testing items for edible vegetable oil, and establishing clear limit values and judgment rules. At the same time, strict control should be implemented for oils used in feed, food processing, and catering, and measures should be taken to prevent waste oils from flowing into breeding and food sectors. The edible oil industry generally has the characteristics of production, sales, and usage in different locations, leading to difficulties in criminal investigation, administrative punishment, and civil compensation due to jurisdictional overlaps in cases related to substandard oils. To address this, Yu Ziwen suggested implementing a system of "one order, one code, one report" for edible vegetable oils, with inspection reports and traceability codes to enable real-time verification by regulatory authorities, purchasing enterprises, etc. to prevent forgery of documents and reports. Additionally, the entire information chain of production, processing, purchase, transportation, and use of edible oils should be integrated into the national food safety traceability platform to achieve traceability of sources, traceability of destinations, and accountability.
